Ukraine`s Prime-Minister Viktor Yanukovych and Moskva’s Governor Yuriy Luzhkov arrived on Sunday in Luhansk, one of Eastern Ukraine’s regional centers from where they will go to Siverskodonetsk (one of the regional cities) in order to participate in the congress of representatives of local self-governing bodies and bodies of excecutive powers of the Southern East of Ukraine.
According to NEWSru, Yanokovych’s plane landed in Luhansk aeroport at 9:55 a.m., and before that at 9:15 a.m. Luzhkov’s plane landed there.
After short meeting they went to Siverodonetsk, where the congress is going to take place. 3.5 thousand of deputies are expected to arrive to the congress from 17 regions of Ukraine: Cherkassy, Chernihiv, Donetsk, Dnipropetrovsk, Zhytomyr, Zaporizhya, Zakarpattya, Kharkiv, Kherson, Kirovograd, Luhansk, Mykolayiv, Odesa, Polatava, Sumy, the Crimea, and Sevastopol.
One of the most important issues under discussion is possibility to organize activities of a Working group on establishing tax, payment, banking, and financial systems of Southern and Eastern regions.
Earlier the leaders of Donetsk, Dnipropetrovsk, Kharkiv, and Luhansk regions have initiated changes in the management system aimed at expansion of authorities of regions. Under discussion is also possibility to conduct a referendum on creation of an autonomy. This issue is expected to be brought under discussion among other issues of the forum.
