`The greatest problem of this election is the concentrated activity of the government, directed at distortion of voters’ lists’, summed up at the press conference in the central headquarters of Viktor Yuschenko Olexandr Zinchenko. According to him, at no earlier elections the scale of distortion of lists was so significant. This is one of the technologies utilized by the current government to deprive one third of Yuschenko’s supporters of voting ability. This problem assumed the biggest dimensions in Kirovograd, Odessa, Donetsk, and Kyiv. Serious aberrations in the lists were detected at 250 polling stations.

Another technology was to change the composition of electoral commissions. As a rule, representatives of opposition candidates without exception were excluded from the commissions.

According to Mr. Zinchenko, ‘pro-government’ forces are trying to shape public opinion that most violations took place in Western regions: in Lviv and Ternopil oblasts.
